The Cost of Non-Compliance in Specialist Disability Accommodation (SDA)

All projects come with their own set of unique risks that need to be considered carefully in every instance, even what may seem like a small or simple item in the large complex scheme of a construction project can have potentially catastrophic consequences. Within Specialist Disability Accommodation projects one area that brings with it its own specific kind of risks is the unique requirement of enrolment with the NDIS and, accordingly, compliance with the SDA Design Standard. This means that the entire viability of a project can hinge on whether or not the whole compliance process is properly managed.

Buildings designed for SDA are typically more expensive to build than a more standard residential project and as such the NDIS provides participant funding for rent that is well above the general residential market rates. However in order for an SDA dwelling’s owner to earn these high rents the dwelling must strictly meet the relevant requirements of the SDA Design Standard for the particular design category. The design standard does not have any allowance for ‘alternative solutions’ so any specific item is either assessed (by an independent assessor) as compliant or it has to be ripped out and rebuilt correctly. When considering works like widening a corridor or re-doing a bathroom it doesn’t take too much imagination to see how a small number, or even a single, non-compliance could add up to significant escalation in build costs that have the potential to completely sink the feasibility of a project.

As with most issues in construction these kinds of problems are best avoided with proper preparation, forethought and expertise, which is where paying for experience early can save a project from untold extra costs down the line. Naturally an experienced architect that knows the design standard back-to-front is the critical first step and then filling out the project team with skilled consultants, a thorough SDA assessor and a meticulous builder gives the best chance of avoiding the costly mistakes that can come from merely a few centimetres.
